OT: Outlook Express as Newsreader Only?

a long time ago, here (i think) explained how use outlook express
6 newsreader - (outlook 2003 mail client) - , implemented
that , has been well....

except i'm setting new machine, , cannot remember do! in
my current oe, things related mail greyed out... , can't
duplicate on new machine. if remembers, or has link
description of process, i'd happy!
