php.ini? - Joomla! Forum - community, help and support

after manually upgraded 1.0.11 .12 got following message in admin:

php register_globals setting `on` instead of `off` joomla! rg_emulation setting `on` instead of `off` in file globals.php
`on` default compatibility reasons please check official joomla! server security post more information.

i took care of rg_emulation enough stumped on register_globals.  forums told me edit php.ini couldn't find it.  got host me.  created new php.ini , make correct settings. 

it seems there's little gap in upgrade overwriting process.  have create own .ini files?
