Learn to write A/v program or Webconference

i planning website custemers communicate each other via a/v proragm.
i have no computing knolwedge (my phd in managment) want learn write program , run on server providing service customers. 1 of fridends (she has phd in computing) suggested attend free seminar run adobe. confused.
can adobe me (i not want buy commerical program standard windows. want create own version of software providing possibilities of personalized windows customers)?
