Tab key navigation

i doing accessible e-learning project multible lessons. rely on use of tab key cycle through action/navigation buttons on frame give physically handicapped individuals access out using mouse (fine motor control). have several files when publish , deliver on internet tab key has no action within flash file. moves focus in browser not in flash file. other files (by far norm in experience) have tab , shift + tab active navigate item item within swf file.

does know controls this? how can turn on in files not working?

are using tab order indexing ? if not use it.

first check if working in swf or not , if works access on internet.
