Flash video and frame rates

i have swf plays (streamed) video, along graphics synch'd cue points.
the video , swf both 8fps. however, makes tweens in swf bit clunky. i've read should make flash movies same frame rate video, wondering if take swf frame rate 18fps smoother animations/tweens? doesn't seem affect video playback. why might problem?

if understunt correct; have made streaming video "flv"?
or have embed video file, let's "mpeg", in swf file?

i've read should make flash movies same frame rate video

but if first, see own open palette in flash , search for:
"playing external flv files dynamically"
and readed.

if need still tell me!
