Leonardo USB 22 ohm resistor network

is there reason why leonardo uses 22 ohm resistor network usb data lines vs separate resistors?  seems waste use 2 of 4 resistors unless it's cheaper?

and indeed is!

less space, 1 less component "pick , place".

remember, reflow soldering; makes no difference how many connections there are.
