How to create 2-tiered tabbed nav bar?

hi, simple question experienced people.

i'm working on tabbed horizontal nav bar , have finished creating of graphics. however, nav bar have 2 tiers - 4 main tabs, each of have set of unique sub-tabs. how program subtabs associated each main tab appear when related main tab selected?

the tutorials i've read don't seem address aspect. thanks.

that's not can in fireworks. heck of it,
i'll mention tabs not behave way in real life,
messing tab metaphor in way might throw viewers off.
