Editable Region won't show in design view or contribute

i have client uses contribute update site , sent me message content editable region no longer showing in contribute. able replicate problem in both dreamweaver , contribute. content there in code , shows fine in browser. it's software isn't reading , making difficult client able edit anything. can download source visiting following page , see yourself.

i can't figure out causing problem. if please me out appreciate it.
